As the world's largest democracy, India utilizes its federal system, characterized by state and local divisions, to manage this diversity. Through mechanisms such as reservation systems and local institutions like the Panchayati Raj, India has ensured broad participation of various ethnic and linguistic groups in the governance process. In contrast, Switzerland relies on its unique model of cantonal federalism and direct democracy to manage its linguistic and ethnic diversity. Swiss cantons, with their significant autonomy, effectively respond to local and ethnic needs. The comparative analysis reveals that both countries have achieved success in managing ethnic and linguistic diversity, albeit through different approaches. This article examines the cultural, historical, and social impacts on local governance in both countries, highlighting the strengths and weaknesses of each system and offering recommendations for improving local governance in multi-ethnic societies.</p> <p>این مقاله به بررسی تطبیقی ساختارهای حکمرانی محلی در دو کشور هند و سوئیس می‌پردازد که هر دو با تنوع گسترده قومی و زبانی مواجه هستند. هند به عنوان بزرگترین دموکراسی جهان با نظام فدرالی خود، از تقسیمات ایالتی و محلی برای مدیریت این تنوع بهره می‌برد. این کشور با استفاده از سیستم‌های رزرو و نهادهای محلی مانند Panchayati Raj توانسته است مشارکت گسترده گروه‌های مختلف قومی و زبانی را در فرآیندهای حکومتی تضمین کند. در مقابل، سوئیس با تکیه بر فدرالیسم کانتونی و دموکراسی مستقیم، ساختاری منحصر به فرد برای مدیریت تنوع زبانی و قومی خود ایجاد کرده است. کانتون‌های سوئیس با داشتن خودمختاری گسترده، به شکلی موثر در پاسخ به نیازهای محلی و قومی عمل می‌کنند. تحلیل تطبیقی نشان می‌دهد که هر دو کشور با موفقیت‌هایی در مدیریت تنوع قومی و زبانی روبرو بوده‌اند، اما هر کدام از راهکارهای متفاوتی برای دستیابی به این موفقیت‌ها استفاده کرده‌اند. این مقاله با بررسی تأثیرات فرهنگی، تاریخی و اجتماعی بر حکمرانی محلی در این دو کشور، به نقاط قوت و ضعف هر سیستم پرداخته و پیشنهاداتی برای بهبود حکمرانی محلی در جوامع چندقومیتی ارائه می‌دهد.</p> https://www.csjlp.org/index.php/csjlp/article/download/30/13
