However, their integrity is often undermined by traditional electoral violations. This study examines these violations within a comparative legal framework and focuses on their impact on electoral integrity through three principal forms: vote buying, misuse of public funds and state resources, and interference with the freedom of candidacy and electoral campaigning. The study demonstrates that such practices violate freedom of voting, equality of opportunity, and political equality, while simultaneously undermining public trust in the electoral process. It concludes that electoral integrity requires a comprehensive legal framework, effective judicial protection, transparency in campaign financing, and the impartiality of administrative and media institutions in order to safeguard the public will and strengthen democratic legitimacy.</span></p> <p>انتخابات ابزار اصلی ابراز اراده مردم و تقویت مشروعیت دموکراتیک است. با این حال، صداقت آنها اغلب توسط تخلفات انتخاباتی سنتی تضعیف می‌شود. این مطالعه این تخلفات را در یک چارچوب حقوقی تطبیقی بررسی می‌کند و بر تأثیر آنها بر صداقت انتخابات از طریق سه شکل اصلی تمرکز دارد: خرید رأی، سوءاستفاده از بودجه عمومی و منابع دولتی و دخالت در آزادی نامزدی و مبارزات انتخاباتی. این مطالعه نشان می‌دهد که چنین شیوه‌هایی آزادی رأی، برابری فرصت‌ها و برابری سیاسی را نقض می‌کند و در عین حال اعتماد عمومی به روند انتخابات را تضعیف می‌کند. این مطالعه نتیجه می‌گیرد که صداقت انتخابات نیازمند یک چارچوب حقوقی جامع، حمایت قضایی مؤثر، شفافیت در تأمین مالی مبارزات انتخاباتی و بی‌طرفی نهادهای اداری و رسانه‌ای برای حفاظت از اراده عمومی و تقویت مشروعیت دموکراتیک است.</p> Electoral Violations Traditional Electoral Violations Electoral Integrity Vote Buying Public Funds تخلفات انتخاباتی تخلفات انتخاباتی سنتی سلامت انتخابات خرید رأی بودجه عمومی https://www.csjlp.org/index.php/csjlp/article/download/871/485
