هوش مصنوعی بهمثابه مؤلفه نوین قدرت ملی: تحلیل تطبیقی سیاستگذاری ایران، عربستان سعودی و ترکیه

پیشرفت سریع هوش مصنوعی (AI) در سالهای اخیر، تأثیرات عمیقی بر حوزههای مختلف از جمله اقتصاد، سیاست، امنیت ملی و روابط بینالملل داشته است. این تحقیق به بررسی تطبیقی سیاستگذاریهای هوش مصنوعی و تأثیر آن بر قدرت ملی سه کشور ایران، عربستان سعودی و ترکیه میپردازد. هدف اصلی پژوهش تحلیل استراتژیهای این کشورها در زمینه توسعه و کاربرد هوش مصنوعی و بررسی چگونگی تأثیر این فناوری بر قدرت ملی و موقعیت آنها در عرصه جهانی است. این تحقیق با استفاده از روش توضیفی-تحلیلی و بهطور تطبیقی سیاستگذاریهای کشورهای ایران، عربستان سعودی و ترکیه در زمینه هوش مصنوعی مورد بررسی قرار میگیرد. نتایج نشان میدهد که هوش مصنوعی میتواند بهعنوان یک ابزار استراتژیک برای افزایش قدرت ملی، تقویت رقابتپذیری اقتصادی و تقویت امنیت ملی عمل کند و کشورهای پیشرو در این زمینه از مزایای قابل توجهی در سطح بینالمللی برخوردار خواهند شد. این تحقیق علاوه بر بررسی چالشها و فرصتهای موجود در توسعه این فناوری، تأثیر آن بر تغییر قواعد روابط بینالملل و توازن قوا در سطح جهانی را روشن میسازد و بر اهمیت هوش مصنوعی در سیاستهای دیپلماتیک و تصمیمگیریهای استراتژیک تأکید دارد. دستاوردهای تحقیق، این تحقیق تأکید دارد که هوش مصنوعی بهعنوان یک ابزار استراتژیک در سیاستگذاریهای ملی و بینالمللی میتواند به تقویت قدرت نرم و سخت کشورهای پیشرو کمک کند. همچنین، یافتهها نشان میدهند که کشورهای ایران، عربستان سعودی و ترکیه با سرمایهگذاریهای هدفمند و سیاستگذاریهای هوشمند در زمینه AI قادر به افزایش رقابتپذیری اقتصادی و تقویت موقعیت امنیتی خود در سطح منطقهای و جهانی خواهند بود. این تحقیق همچنین به چالشهای اصلی در راه توسعه هوش مصنوعی در این کشورها، از جمله نیاز به زیرساختهای مناسب و منابع انسانی متخصص، اشاره میکند.
